May 21, 2013 Meeting Minutes

In-service/Presentation/Discussion: (end of meeting)

  • Article (2) review of Vestibular System and PT Treatment led by Wes Kurszewski PT. 1 CEU contact hour.

 

Officer Reports:

  • Minutes from winter meeting – no corrections
  • Treasurer – Janice Devine-Ruggles: $6,671.15 at end of 2012 sent to WPTA who will now manage account for all Districts. Reports will be sent to designated person in NCD each month, and Chair. See below for profits from recent Vestibular CE course.

 

Subcommittees/Representatives:

  • Branding Rep – no report; position not occupied
  • Membership Rep – Voight Smith – not present
  • Education Sub Committee: (Wes Kurszewski, Nicole Quarne, Dennis Kaster, Stephanie Mikoliczak) – presented by Nicki Quarne
    • Vestibular course 3/23-24 in Stevens Point. Nicki has summary sheet of financials; money handled by WPTA (Karen Curan). Profit  $1,251.13
    • Upcoming Courses: Friday Oct 18, Differential Diagnosis by Bill Boissonnault at The Waters Hotel in Minocqua. Registration forms in creation process
    • Ideas for future courses: Defining Dysfunction – ? Angie Erickson. Cindy Koehler to get info to Nicki. Any other ideas – please get to CE Committee members
    • CE Meeting Minutes from 2/28/13 and 5/1/13: Dave asking Karen Curran to post to website. Look in near future for posting
      • 5 members max., no term limits. Let Nicki Quarne know if interested in being a member.
      • Members must be at 50% of CE Committee mtgs, and participate in logistics of one course a year
      • CE Committee and Executive Committee members have FREE admission to NCD CE courses
      • Money/registration now goes through the WPTA
      • Group Goals: increase CE courses in central WI/NCD, and increase variability of specialty focus (acute, Rehab, Ortho, etc…)
      • Profits from past CE courses that are not in past minutes: Medicare seminar $590. Ethics course $2,573.
    • WPTA Policy: each district will have a CE Committee; Vice Chair is the only elected position on the Committee, and runs committee.

 

Discussion / New Business:

  • WPTA News
    • WPTA Spring Conference – no one to report
    • Report on the Board of Directors meeting on May 10-11 (by Dennis Kaster who is Head of Autonomous Practice Committee):
      • Focus of WPTA this coming year will be on reimbursement and Health Care Reform issues
      • Looking to increase incentives for District Executive Committee positions to increase participation
      • Possible increase of dues by $6/yr. No increase since 2005
    • Policy & Procedure Manuals
    • All districts will have the same manual. Unsure if has been voted on by Board of Directors yet.
    • Review of highlights of Manual provided by Dave Smith: discussion:
      • Opposition to limiting Chair to 2 terms. Trouble getting candidates anyway
      • Can we still amend? Nicki Quarne to check with WPTA. Would like to amend to having elections for NCD in Oct since that is when we meet (instead of Nov)
      • Section 6 – opposition to listing a specific contact person – this can change over time. Should list “office” or “position”
      • Discussed pros/cons to election process outlined. Would need to have slate of candidates to WPTA 6 weeks prior to election.
    • Discussion about need for Treasurer position now that all funds have been turned over to the WPTA, and reports will be sent to Chair, and Vice Chair is head of CE Committee (and will get report of CE course finances from WPTA)
      • VOTE: Motion to combine Treasurer into Secretary Position per new WPTA Policy/Procedure Manual (Dave Smith; second by Wes Kurszewski). Yea: all; Nay: none – motion passed.
    • VOTE: Motion to amend Policy/Procedures Manual to hold NCD elections in October instead of November (Janice Devine-Ruggles; second by Wes Kurszewski). Yea: all; Nay: none – motion passed.
    • VOTE: Motion to have Chair, Vice Chair, and Secretary/Treasurer election all at same time. (Wes Kurszewski; second by Cindy Koehler).
    • Discussion: Currently we alternate 4 positions every 2 years with this year being Secretary and Treasurer positions up for election. Some concern about current Chair and Vice Chair positions would only serve half a term if not re-elected. But, would have to occur at some point with some positions when/if a change is made.
    • Yea: all; Nay: none – motion passed
    • Chair: Stephanie Olson nominated for second term
    • Vice Chair: Nicki Quarne nominated for second term
    • Secretary: Dave Smith nominated for third term
    • Please email any other nominations for ballot to CE Committee by Sept 1. Paper ballots will be sent to those who do not have emails with WPTA, otherwise ballots will be via electronic means. Results will be given at next meeting in Oct. Terms run from Jan 1 to Dec 31 of second year.
    • Nominations taken for all 3 positions. Due date for election to start on 9/1.

CE Committee Members Present: Nicole Quarne, Wes Kurszewski, Dennis Kaster

Others: Dave Smith (District Secretary)

 

Discussion:

 

  1. Vice Chair will head the continuing education (CE) committee
    1. Will be responsible for leading the recruiting of members
  2. Group numbers
  3. Goal for an odd number, for sake of voting. Maximum of 5 members
  4. Free entry to elected officials and CE committee members
  5. Group members can convene and decide if a nominal charge is appropriate for a member due to unsatisfactory level of participation
  6. Active participation in course recruitment, promotion and execution is expected
  7. Host at least one course per year
  8. Ethics and Jurisprudence to be held at least once every other year
  9. Strive for courses to appeal to a variety of practice settings
  10. Should be offered within range of $20-50 per CEU
  11. APTA members should be offered a 30-50% discount.

CE Committee Members Present: Nicole Quarne, Wes Kurszewski, Dennis Kaster

 

Discussion:

 

  1. Review of last meetings minutes

  A) Define "good standing" for CE committee member

     1) Attends at least 50% of meetings

     2) Participates in logistics of CE course administration

 

II. New business

 

  A) Cancellation policy for CE course

     1) Fees

        a) If cancel with at least 2 week notice, will be refunded full amount of registration fee, minus $50 for administrative fees.

        b) If cancel with less than 2 week notice, will credit registration fee towards a future NCD sponsored course, minus $50 administrative fee.

          - Will be tracked by Secretary/Treasurer

     2) If NCD should cancel the course, for any reason, a complete refund will be issued

 

B) Previous courses

     1) Nicole Quarne provided summary from Vestibular course from March, 2013.

 

C) Upcoming course

     1) Differential Diagnosis with Bill Boissonnault PT, DHSc, DPT, FAAOMPT, FAPTA

            a) October 18th, 2013 from 8 AM - 5 PM at The Waters Hotel and Conference Center in Minocqua

     2) Future course ideas will need to have at least 50% agreement from the CE committee members to move forward.

 

D) Next NCD meeting CE topic

     1) Two vestibular articles, CEU already approved

     2) October meeting will be a discussion on Autonomous Practice, led by Dennis Kaster.
